Save Our Stages Funded by Congress, Local Venues Eligible

On December 28, as part of the Consolidated Appropriations Act, 2021, the U.S. Congress approved $15 billion for Shuttered Live Venue Operations for live entertainment venues, cultural institutions, and agents.

The funding is more commonly known as Save our Stages based on the movement led by the National Independent Venue Association and Broadway League and others.

Eligible organizations can receive grants up to 45% of 2019 revenues up to a maximum of $10 million. The grant program will be administered by the Small Business Administration. This is an incredible investment in our nation’s and Flagstaff’s live venues.

A lot of details are unknown since the program still has to go through a rule-making process. But, based on the text in the legislation, Flagstaff Arts Council staff believe several for profit and nonprofit venues and organizations are eligible for the program.

For example, the bill calls for fixed seating auditoriums for museums which could potentially disqualify otherwise worthy Flagstaff museums. It is also unclear how the bill will address venues that are part of larger multi-purpose organizations such as those that are on NAU’s campus or Coconino Center for the Arts which is operated by Flagstaff Arts Council. More detail is needed to better understand how contributed revenues affect nonprofit eligibility or how community theaters or presenting organizations that do not have their own venues may qualify.

FAC staff will continue to participate in regional and national webinars and advocacy meetings to better understand the program and to advocate where appropriate.
